Position: Consultant

Role: Power Utilities (Finance Expert)

The Finance Expert will be responsible for overseeing financial management, accounting, budgeting, disbursement processes, and compliance for funded programs/projects. The role ensures adherence to financial guidelines, robust internal controls, and effective financial reporting in alignment with program and organizational requirements.

Ensure compliance with applicable financial management frameworks, guidelines, and reporting requirements.

Monitor adherence to financial covenants and program-specific financial conditions.

Establish and monitor program budgeting processes, ensuring clear identification of program expenditures within organizational/government budgets.

Facilitate the use of dedicated budget codes and ensure transparent tracking of program funds.

Manage designated accounts for program funds and oversee disbursement processes linked to achievement of defined milestones or performance indicators.

Prepare and submit fund withdrawal applications in a timely manner in line with applicable procedures and guidelines.

Ensure accurate accounting and financial reporting systems are in place for program tracking.

Map program expenditure categories to appropriate heads in the chart of accounts.

Prepare periodic financial reports including quarterly updates and annual financial statements.

Establish and oversee effective internal control mechanisms and internal audit functions.

Coordinate with external auditors and ensure compliance with agreed terms of reference.

Ensure timely implementation of audit recommendations and corrective actions.

Track financial management action plans and ensure timely implementation of agreed measures.

Support financial reviews and ensure readiness for audits, inspections, and evaluations.

Provide training to accounting, finance, and relevant staff on financial procedures, disbursement processes, and compliance requirements.

Develop and update financial management manuals and standard operating procedures as required.

Ensure robust asset management systems, including operations and maintenance tracking.

Education:

Chartered Accountant
