Principal Program Manager, OCI Transitions and Migrations

Oracle Cloud Infrastructure is transforming how organizations run their most important applications and workloads. The OCI Transitions and Migrations team helps customers plan and execute complex transitions to Oracle Cloud, coordinating activities across customer teams, engineering, operations, product management, support, sales, and other Oracle organizations.
As a Principal Program Manager for OCI Transitions and Migrations, you will lead high-impact migration and transition programs, establish clear execution plans, manage cross-functional dependencies, and ensure successful delivery. You will act as a central point of accountability, communicate program status to senior leadership, and drive resolution of issues that span teams and organizations.
Job Requirements
8+ Years of Related Experience:
Eight or more years of experience in program management, project management, cloud migrations, enterprise technology delivery, consulting, operations, or a related field.
Program Leadership and Execution:
Demonstrated experience leading large, complex programs across multiple teams, workstreams, and organizational boundaries. Proven ability to develop integrated plans, roadmaps, milestones, governance models, and success measures.
Cloud and Migration Experience:
Experience supporting cloud transitions, enterprise migrations, infrastructure programs, application migrations, data migrations, or technology transformation initiatives. Experience with OCI, AWS, Azure, or other enterprise cloud platforms is preferred.
Cross-Functional Leadership:
Ability to build strong relationships, align stakeholders, resolve competing priorities, and drive shared outcomes across engineering, operations, product, support, sales, customer, and leadership teams.
Risk, Dependency, and Change Management:
Experience identifying risks, managing complex dependencies, developing mitigation and recovery plans, and maintaining progress through changing priorities or ambiguous conditions.
Communication and Influence:
Excellent written, verbal, presentation, negotiation, and stakeholder-management skills. Demonstrated ability to communicate complex information clearly, influence without direct authority, and represent programs effectively with senior leaders.
Strategic and Analytical Thinking:
Ability to connect program execution to broader customer and business objectives, work with large amounts of qualitative and quantitative information, assess program health, and make sound recommendations.
Educational Background:
Bachelor’s or Master’s degree in Business Administration, Information Technology, Computer Science, Engineering, or a related field, or equivalent practical experience.
Responsibilities
Lead Program Delivery:
Lead complex OCI transition and migration programs from planning through execution, stabilization, and completion, ensuring delivery aligns with scope, schedule, customer commitments, and business objectives.
Manage Roadmaps, Dependencies, and Resources:
Develop and maintain integrated program roadmaps, milestones, ownership models, dependencies, resource requirements, and success criteria across cross-functional teams.
Drive Stakeholder Alignment and Execution:
Establish alignment and accountability across customer teams, engineering, operations, product management, support, sales, and partner organizations. Remove barriers and drive timely decisions and actions.
Manage Risks and Resolve Issues:
Identify risks, issues, and dependencies early; develop mitigation, contingency, and recovery plans; and independently drive resolution of cross-team and division-level challenges.
Establish Program Governance:
Create and maintain effective governance, including decision-making processes, escalation paths, status reporting, operating cadences, metrics, and executive review mechanisms.
Communicate Program Status and Recommendations:
Provide clear written and verbal updates on progress, risks, dependencies, decisions, and customer impact. Present complex issues with relevant data, tradeoffs, options, and recommendations.
Represent the Program With Senior Leadership:
Represent the program and organization independently in discussions through the VP level and support higher-level executive engagements as appropriate.
Maintain Customer and Operational Excellence:
Ensure a consistent Oracle customer experience throughout the transition and migration lifecycle while maintaining high standards for quality, readiness, and execution.
Improve Program Practices:
Identify and implement improvements to planning, governance, reporting, risk management, communications, and execution. Develop reusable templates, dashboards, metrics, and best practices that improve consistency and predictability.
Build Relationships and Mentor Others:
Build trusted partnerships across teams, organizations, cultures, and geographies, while providing guidance and mentorship to other program managers.

Your leadership, judgment, and ability to drive complex programs will play a critical role in delivering successful migration outcomes and improving how OCI executes transitions at scale.
Identifies, prioritizes, and successfully executes a broad portfolio of functional initiatives and programs. Plans and directs schedules for multiple programs running simultaneously. Partners closely with global cross-functional teams to understand and capture requirements for programs. Navigates complex dependencies between cross-functional teams and organizational priorities to optimize the critical path and addresses & mitigates risks. Effectively influences internal and external teams to prioritize; Drives mitigation plans and ensures ownership for each item and regular follow up through to program closure while ensuring resolution of risk and issues, escalating, as necessary. Provides rigorous management and analysis of overall portfolio budget (including spend and forecasted spend vs. budget, spend per program and historical trends, etc.). Establishes scalable frameworks (process, tools, etc.) for the end-to-end project and manages stakeholders applying project management standards and documentation best practices. Runs standups and sprint planning exercises for programs owned. Builds and maintains consistent reporting across numerous programs. Determines methods and procedures on new assignments and may coordinate activities of other personnel. Performs other duties as assigned.
